Applications are invited from Indian Citizens (Male) for filling up the
following post in Home Guards Department, Assam. Application should be
submitted in the Standard Form of application published in Part-IX of the Assam
Gazette along with the attested copies of certificates in support of Age.
Qualification and caste for S/C,ST(P), ST(H), OBC, MOBC with 11 x 5 cm
selfaddressed 5 (five) Rupees stamped envelope to the Director General of Civil
Defence & Commandant General of Home Guards, Assam, Beltola, Guwahati-28.
The last date of receipt of application is 15-10-2016.

Pay Scale: (PB-I) Rs.-4560/- to Rs. 15,000/-
plus GP Rs. 1500/- plus other allowances as admissible under the Rules.
Age limit : 18 (eighteen) years to 38 (thirty
eight) years as on 01-01-2016.
Educational Qualification required :-
i) The minimum qualification is class-VIII Pass.
ii) Trade Knowledge : Candidates should be skilled in hair cutting in
respect of the post of Barber and in respect of Cobbler. Candidates should be
skilled in making/repairing of Boot/Shoes etc. candidate should submit
experience certificate from the licensed holder reputed Saloon/factory for the
concerned posts.
Terms and condition :-
(a) The
candidate will submit two copies of his recent passport size photograph duly
attested by Gazetted officer along with the application form. One of the copy
shall be pasted in the Standard Application Form. The other copy should be
submitted along with the application form.
(b) The
candidate belonging to SC/ST(P)/ST(H)/OBC/ MOBC shall have to submit attested
copy of the caste certificate in prescribed form issued by Deputy Commissioner
concerned.
(c) The
applications received with incomplete information and without required
documents will be summarily rejected.
(d) The upper
age limit in case of reserved category is relaxable as per rule.
(e) Candidate
will be selected on the basis of marks obtained in 1.5 KM race and trade test.
(f) If a
candidate applies for both categories of post and get selection for the both
categries, he will be offered only one category of post on the basis of marks
obtained for that particular category.
(g) Selected
candidates will be appointed on receipt of medical fitness certificate and
satisfactory police verification report on character and antecedent.
(h) The
application should be sent in closed sealed cover with marking
“Application for the Post of……..”
(i) The
application received after 15-10-2016 will not be accepted even on plea of
postal delay.
(j) The
applicants who are Government employee must apply through proper channel.
(k) After
scrutiny of applications, eligible candidates will be called for physical
screening test/physical efficiency test at their own cost for which no TA/DA
will be borne by the Government through individual calling letter, date, time
and venue for the same will be sent in permanent/correspondence address of the
candidate. Candidates have to come will prepared for undergoing the Physical
test. During the course of Physical Efficiency Test, if any candidate suffers
injury or succumbs to injury, the Civil Defence and Home Guards Department will
not be held responsible.
(l) Canvassing
directly or indirectly for the post shall invite disqualification.
(m) No
application shall be received through any private courier service.
(n) If any
fake or counterfiet certificates found during course of selection or after
appointment, candidature of such candidate will be summarily rejected and if
appointed, he will be terminated and a criminal case will be registered against
him.
(o) Government
servants joining the service of State Government on or after 1st February/2005
shall not be governed by the existing Assam Services (Pension) Rules, 1969 and
orders issued there under from time to time. So far as their pension and other
retirement benefits are concerned, they will be governed by new set of Pension
Rules, which are being formulated in line with the contributory Pension Scheme
announced by Government of India recently.
